AUDITS OF THE GROUP ACCOUNTS OF THE PCC AND THE ACCOUNTS OF THE CHIEF CONSTABLE

NOTICE OF PUBLIC RIGHTS

 

NOTICEIS HEREBY GIVEN that in accordance with Sections 15 and 16 of the Audit Commission Act 1998 and Regulations 9, 10, 21, 22 and 23 of the Accounts and Audit (England) Regulations 2011:

  

1          From 1 July to 26 July 2013 inclusive, any person interested on application to the Chief Finance Officer to the PCC (on behalf of the Chief Constable and her Director of Finance), Police HQ,Oxford Road, Kidlington, Oxon, OX5 2NX and during normal office hours, may inspect and make copies of any part of the accounts for the year ended 31 March 2013, and all books, deeds, contracts, bills, vouchers and receipts relating thereto.

 

2          On or after 29 July 2013 at 10.00 am until the completion of the audits, the Engagement Director, Ernst and Young LLP, c/o Police HQ, Oxford Road, Kidlington, Oxon, OX5 2NX, at the request of any local government elector for the area to which the accounts relate, will give the elector (or their representative) an opportunity to question him about the accounts, and any such elector (or their representative) may attend before the Auditor and make objections as to any matter in respect of which the Auditor could take action under Section 17 or 18 of the Audit Commission Act 1998 (namely, an unlawful item of accounts, failure to bring a sum into account, or a loss or deficiency caused by wilful misconduct), or could make a report in the public interest under Section 8 of the Act.

 

3          Questions may be received at Police Headquarters, Kidlington by arrangement with the Auditor at the address given in the preceding paragraph, to whom requests for this purpose should be addressed.  No objection may be made unless the Auditor has previously received written notice of the proposed objection and the grounds upon which it is made; copies of such notices must also be sent to the PCC’s Chief Finance Officer at the above address and the Director of Finance at HQ North, PO Box 145, Kidlington, Oxon, OX5 2YR
