Domestic Violence Perpetrators

AIM: Identification and implementation of best practise in the management of perpetrators of domestic violence, particularly focussing on serial perpetrators.

 

Office of the Police and Crime Commissioner

  • Created and funded the Positive Relationships Programme which is delivered by the Community Rehabilitation Company and provides a 12 week course to perpetrators of domestic abuse. Conditional cautions have recently agree which will result in some perpetrators being required to attend this programme as part of the conditions of the caution.

 

Thames Valley Police

  • A pilot between Criminal Justice in Thames Valley Police, the Crown Prosecution Service and Judge Sheridan at Aylesbury Crown Court  to currently underway to fast track domestic abuse in the Crown Court. This is being academically reviewed by Huddersfield University. 
  • The Thames Valley Police Integrated Offender Management (IOM) cohort is now at a record 312 offenders, of which almost a quarter are domestic abuse related (currently 67 people). IOM now manage all violent and/or dangerous offenders as classified under MAPPA (Multi-Agency Public Protection Arrangements).
  • Protocols for domestic abuse conditional cautions have been agreed between with the Crown Prosecution Service (CPS) following consultation with national CPS domestic abuse lead. This will allow the police to mandate an offender to attend a perpetrator programme as part of the conditions of the caution. 
  • Neighbourhood Policing Teams continue to develop work around the management of violent and/or dangerous offenders and creating greater interaction regarding domestic abuse offenders.
  • Local Policing Area's are actively engaged in Operation Vocal (with a focus on the high risk offenders being managed within the Domestic Abuse Investigation Unit (DAIU) with a focus on arrest and prevention.
