Community Safety Partnerships (CSPs)

Community Safety Partnerships (CSPs) were established through the Crime and Disorder Act 1998

Section 5 of the Act designates five responsible authorities who must collectively assess local community safety issues and concerns, and produce and implement a plan setting their priorities to tackle the issues.

The five responsible authorities are:

  • The local authority
  • Police constabulary
  • Fire and rescue authority
  • Integrated Care Board (NHS)
  • HM Probation Services

In areas where two-tier local government operates, the local authority partner includes both the district/borough council plus the county council. For Thames Valley this only applies to Oxfordshire currently.

Police and Crime Commissioners are not designated a responsible authority under the Act. However, they have an important role in collaborating with agencies at local and national levels to ensure a unified approach to preventing and reducing crime. This is integral to the work the PCC does to support the coordination of activity on cross-cutting issues and shared community safety priorities.

Each CSP sets its own arrangements in terms of structure, operation and governance.  The Commissioner is represented at each CSP’s main Board meetings to support effective engagement between the CSP and the PCC and his office.

The Commissioner allocates significant funding to each CSP to support them to deliver community safety initiatives and address the priorities of the Police and Crime Plan. Details are set out on our Grants and Funding page.
