Independent Scrutiny and Oversight Board (ISOB) and Thames Valley Police Race Action Plan

The Independent Scrutiny and Oversight Board (ISOB) was set up to provide external oversight of Thames Valley Police’s Race Action Plan.

The Race Action Plan was a nationally funded three‑year programme focused on addressing racial disparities in policing.

The role of ISOB was to independently monitor and evaluate the implementation of the Thames Valley Police Race Action Plan, assessing its impact, effectiveness, and overall benefit to communities.

In the spring of 2026, the Race Action Plan programme reached its conclusion. In advance of this, however, Thames Valley Police adopted a broader, long‑term Trust and Confidence Strategy to continue, and broaden, the work started under the Race Action Plan programme.

In line with this shift, the role of ISOB has developed to provide independent scrutiny of the full Trust and Confidence framework and has been renamed the Independent Trust, Assurance and Confidence (ITAC) Board.
