The Office of the Police and Crime Commissioner (OPCC) is inviting bids from delivery partner/s to provide independent, external domestic abuse specialists
Summary of grant opportunity
The Government’s new Freedom from Violence and Abuse strategy includes a commitment to roll out Raneem’s Law nationally, strengthening the police response to domestic abuse. This model embeds independent domestic abuse specialists directly within police control rooms to review risk assessments, advise officers in real time, and ensure no safeguarding opportunities are missed. Thames Valley has been selected as a phase‑two pilot area for Raneem’s Law.
The initiative follows the tragic deaths of Raneem Oudeh and her mother, Khaola Saleem, and aims to ensure domestic abuse calls are assessed and responded to effectively from the first point of contact.
Following early learning from five phase‑one forces, the Home Office is now piloting a refined, consistent model across selected phase‑two forces, ahead of planned national implementation.
Funding available
The Home Office has awarded funding to the PCC to embed independent, external domestic abuse specialists in Thames Valley’s two Force Control Rooms and two Police Call Centres.
To support rapid mobilisation from 1 April 2026, the PCC is inviting applications from delivery partners to provide this specialist provision:
- Funding period: 1 April 2026 – 31 March 2027
- Possible extension: Up to 12 further months
